PRESOLICITATION NOTICE WASHINGTON STREET BRT STATION CONTRACT FOR CONSTRUCTION

Notice

The Indianapolis Public Transportation Corporation d/b/a IndyGo is sharing a pre-solicitation notice about a new construction project and its upcoming solicitation forconstruction services for that project.

Project

IndyGo is constructing a new platform to accommodate two, BRT docking bays along Washington Street at the Carson Transit Center property. The project will include a 14-inch platform, two covered waiting areas, pavement rehabilitation, and signal modification.

These additional bays will provide increased capacity to meet current and future needs, including the Blue Line BRT line, and provide operational efficiencies for further implementing the Marion County Transit Plan.

Project Site

The project site consists of less than one acre of land at and around the Carson Transit Center in downtown Indianapolis at 201 E. Washington Street. The new platform will take the place of the parking stalls along the southern edge of Washington Street adjacent to Delaware Street.

Project Delivery Method

IndyGo has selected design-bid-build delivery method for the project. This project includes, under previous contracts, design services through construction from the designer of record (DOR), Kimley-Horn and Associates, Inc. as well as construction management services from Burgess & Niple, Inc.

Procurement Schedule

The upcoming solicitation, as an Invitation to Bid, will be posted in IndyGo’s procurement portal, Bonfire, accessible at https://indygo.bonfirehub.com. Prospective bidders should register to Bonfire; registration is free. The anticipated date for solicitation release is October 10th, 2025, with contract award anticipated in December 2025. Construction will begin in 2026.

Estimated Construction Costs

This project is locally funded. Estimated construction costs range from $1.9 million to $2.2 million.
