The recent debate about the introduction of electric scooters has officials determined to create a better way to regulate emerging services to work with, rather than compete with, existing transit options.

The effort is meant to answer startups frustrated about the difficulties of trying to innovate quickly while the city's bureaucracy moves slowly. 

The San Francisco County Transportation Authority has released recommendations in a report on how to regulate these companies.
