Bis-Man Transit implemented service changes for its fixed and paratransit routes in January 2017, which included fare increases, route changes, new service area boundaries and the establishment of a University of Mary pilot program. At Tuesday’s Bismarck City Commission meeting, a handful of citizens voiced concerns.

“Ridership ... they’re not on time, they’re not reliable and it’s not working for the people like it should,” said paratransit rider Trevor Vannett, noting he sometimes waits for as long as an hour to be picked up. “This whole route change on the paratransit ... it’s not working. It needs to be changed.”

A new rule requires paratransit riders to be ready and waiting 15 minutes prior to their rides. If the bus is running 15 minutes late, the customer will have waited 30 minutes for a ride. And once the bus arrives, it will only wait five minutes. Currently, no notifications are sent to riders who miss their bus.
