WSP | Parsons Brinckerhoff Appoints New Freight Rail Market Principal

Roger Heebner has been appointed freight rail market principal in the Philadelphia office of WSP | Parsons Brinckerhoff.

Roger Heebner has been appointed freight rail market principal in the Philadelphia office of WSP | Parsons Brinckerhoff. In his new position, Heebner will provide strategic consulting services for the firm’s freight and passenger rail clients.

Heebner has over 43 years of experience in the management, planning, design, estimating, and construction of both rail and rail-related highway engineering projects. Prior to joining WSP | Parsons Brinckerhoff, he was a vice president and freight rail market sector leader with another international firm. He previously spent nearly 20 years employed by Conrail and began his career handling rail-related projects with the Pennsylvania Department of Transportation. 

Heebner received master of civil engineering and bachelor of civil engineering degrees from Villanova University. He is a member of the American Society of Civil Engineers and the American Railway Engineering and Maintenance Association.
