Metro-North is taking a carrot and stick approach to dealing with NJ Transit and the ailing Pascack Valley Line.

In an August 22 letter to NJ Transit, Metro-North president Cathy Rinaldi proposed a system where the railroad would not pay NJ Transit for canceled trains on the Pascack Valley and Port Jervis lines, but would offer incentives to NJ Transit if they cut down on cancellations.

Under Rinaldi's proposal, Metro-North would withhold $850 for every local Pascack Valley Line train canceled and $2,800 for every express.
