C-TRAN appoints Leann M. Caver as deputy CEO

Caver will be responsible for the agency’s diversity, equity and inclusion team, including C-TRAN's organizational development initiatives and the agency’s customer experience and ADA coordination group.

C-TRAN has appointed Leann M. Caver to serve as the agency’s deputy CEO. Effective Oct. 1, Caver will be responsible for the authority’s operating divisions including fixed route, paratransit and “The Current” on-demand service - as well as C-TRAN’s On-Street teams, Radio Command Center and Operations Administration.

Caver will also be responsible for the agency’s diversity, equity and inclusion team, including C-TRAN's organizational development initiatives and the agency’s customer experience and ADA coordination group. Caver will also serve as advisor to the authority's CEO Shawn M. Donaghy and the C-TRAN Board of Directors, as the agency pushes forward with its 2040 plan, prepares for construction on the Interstate Bridge Replacement Program and actively executes future expansion of services, including C-TRAN’s third and fourth bus rapid transit lines.

Her knowledge of multi-modal bus and rail operations is world-class – including the ability to leverage partnerships that create shared equitable outcomes which impact every partner and end user. Caver, a Warner Pacific alum, has a nearly 20-year career in public transportation, beginning her journey as a coach operator. She most recently served as the agency’s COO, in addition to holding positions, including director of diversity, equity and inclusion / organizational development, as well as manager of operations overseeing C-TRAN’s largest divisions. She started her career at TriMet in Portland, Ore., working in operations, including dispatch, and in management, leading TriMet’s Bus and Rail Operations Command Center, creating and implementing policy and working closely with Union leadership.
