CCTA hires Ying Smith as director of mobility programs

Ying brings more than 20 years of experience in transportation planning, public transit and mobility solutions at local and regional agencies.

Ying Smith has joined Contra Costa Transportation Authority (CCTA) as the director of mobility programs.  

Ying brings more than 20 years of experience in transportation planning, public transit and mobility solutions at local and regional agencies. Prior to her appointment to CCTA, Smith served as transportation and mobility manager with the town of Los Gatos, Calif., and previously worked as a transportation planning manager for the Santa Clara Valley Transportation Authority (VTA).  

During her tenure at VTA, Smith completed projects on transit system redesign, capital program development and Complete Streets conceptual design. She is results-oriented, collaborative and an experienced leader with a focus on delivering innovative and inclusive transportation projects and programs. 

Smith’s transportation expertise strongly aligns with CCTA’s mission. She has years of experience managing transportation programs that enhance mobility and connectivity in partnership with community members, stakeholders and partners.  

Examples of her leadership include the establishment of Connect Los Gatos, a program of bicycle and pedestrian projects that will build a connected active transportation network, managing the Los Gatos Smart Signals project and updating the Bicycle and Pedestrian Master Plan. Smith also led efforts to garner millions of transportation grant dollars for the town of Los Gatos. 

Her first day with CCTA was Sept. 1, 2022.
