Sean K. Smith will officially join Palm Tran as director of operations on Monday, November 14, 2016.
Smith is an accomplished transit leader and comes to Palm Tran from Durham, North Carolina where he has lead the Durham City Transit System as its general manager/CEO for the past 7 years. Having started his transit career with Greyhound as a Dispatcher, he held several different transit management positions as his 25 year career progressed.
Under Palm Tran’s new organizational structure, Smith will serve on Palm Tran’s executive leadership team (ELT) and will have oversight over its largest division, Operations. The Operations Division includes Fixed-Route Bus, Paratransit Operations, Maintenance and Safety and Compliance. He will also be responsible for more than 530 employees and a nearly $80 million budget. This is a highly responsible role which reports directly to the Executive Director and is responsible for the timely, safe and cost-effective delivery of fixed-route and paratransit services.
Smith holds several certifications and a Bachelor of Science degree in Business Management from the University of Phoenix.
Keith Clinkscale began his new role as manager of performance management on Monday, October 17, 2016.
The Office of Performance Management is a new section within Palm Tran, and as the Manager of the Section, Clinkscale reports directly to the executive director and supports the executive leadership team with the production, analysis and distribution of high quality performance reports for all Palm Tran’s business units, the Palm Tran Service Board (PTSB) and its committees. The performance manager performs quality assurance checks and provides recommendations to improve organizational processes and performance.
Before joining Palm Tran, Clinkscale worked as a principle quality engineer with digital equipment corporation. Subsequently, he excelled for more than 15 years in the management consultant and engineering industry at PA consulting and Pittglio Rabin Todd & McGrath Consulting. In these professional roles, Clinkscale assisted companies such as IBM, Hewlett Packard, Merck and several others with systematic process improvements and development and monitoring of Key Performance Indicators (KPIs). Clinkscale’s key areas of expertise include, developing Balanced Scorecards, Total Quality Management (TQM), Continuous Process Improvement (CPI), and team facilitation.
Clinkscale holds a Bachelor's degree in Electrical Engineering from Boston University and is certified as a Lean Six Sigma Black Belt.
