Honolulu government selects Kobayashi Group as negotiating partner for Kapolei Parkway TOD continuation

The project is set to build off the success of Parkway Village, offering more housing units and mixed-use development.

The city and county of Honolulu has selected a negotiating partner, Kobayashi Group, LLC (Kobayashi Group), for a redevelopment project of nearly 14 acres of city-owned land in Kapolei, repurposing the area into an affordable, transit-oriented and mixed-use development that will deliver hundreds of new rental homes for West Oʻahu.

Located between Wākea Street and Kamokila Boulevard, the site is commonly referred to as Kapolei Parkway Lots 2–5. The project is one of the largest city-owned redevelopment opportunities in West Oʻahu. The city says the next phase furthers the success of Parkway Village at Kapolei, located on the adjacent Lots 6–7, which, the city notes, has demonstrated how city-owned land can deliver high-quality, affordable rental housing. The first phase of the Parkway Village (Lot 7) opened its doors in December 2024, providing 169 affordable rental homes and a preschool. Phase II (Lot 6) is still currently in development and is intended to open soon, which will bring another 236 affordable rentals and a second preschool to the community. The city says that Lots 6–7 establish a strong foundation and a proven model for the redevelopment now taking place on Lots 2–5.

Although the city is not prescribing a final figure at this time, preliminary analyses indicate the site could support approximately 750 affordable rental homes.

Building on the remarkable success of Parkway Village right next door, this is our chance to set a new standard for what affordable housing can be: high-quality, community-driven and built with urgency. We are not just adding homes; we are building a future for families to thrive.”

“Parkway Village proved that with the right tools and partnerships, underutilized City-owned land can be transformed quickly and at scale,” said Honolulu Department of Housing and Land Management Director Kevin Auger. “With nearly 14 acres now available next door, we have an exceptional opportunity to replicate that success and advance our broader city lands strategy. Preliminary estimates suggest the site could support hundreds of new affordable homes, and we look forward to working with Kobayashi Group and the community to deliver lasting value for West Oʻahu families.”

Kobayashi Group was selected for the project through a competitive process under the governor’s Tenth Proclamation Related to Affordable Housing. As negotiations proceed, the city will move into an exclusive negotiation period to finalize terms of a pre-development contract with Kobayashi Group. Subsequent phases will include community engagement, environmental review, land-use approvals and financial structuring.
