People on the Move – Transit Edition: CTDOT; Palm Tran and TCAT

Personnel updates from around the transit industry.

Benjamin T. Limmer, AICP, joined the Connecticut Department of Transportation (CTDOT) as chief, public transportation, where he will lead its Public Transportation Bureau, which plays a critical role in taking CTDOT’s rail and transit services to new levels of quality that will complement the state’s ambitious transportation program.

Most recently, he served RATP Dev USA as an executive managing the Charlotte Area Transit System in Charlotte, N.C. Prior to that, Limmer held transit leadership positions in Tampa, Atlanta, Phoenix and Cleveland. Throughout his career, Limmer has gained broad support to develop and implement some of the largest investment programs in the country.

Limmer has been widely recognized in local communities, as well as the transit industry. He was also the recipient of the Women’s Transportation Seminar, Honorable Ray LaHood “Man of the Year” Award.

Fredlyn Johnson has joined Palm Tran as director of administrative services. Johnson comes to Palm Tran with seven years of government experience in the areas of finance, budgeting and grant management. Prior to joining Palm Tran, she was a budget analyst III at Palm Beach County’s Office of Financial Management and Budget (OFMB), overseeing the budget of several county departments. During her time at OFMB, she was also responsible for the administration and compliance of CARES and ARPA funds totaling more than $550 million.

Johnson has also held positions at the St. Lucie County Public Safety Department and the Palm Beach County Clerk and Comptroller.

Tompkins Consolidated Area Transit, Inc. (TCAT), hired Douglas Jensen as manager of people operations, and Anthony McCabe has joined as fleet maintenance manager.

Jensen will be responsible for leading and overseeing all TCAT’s human resources functions. He brings years of leadership experience, having served as both regional transportation manager for Central New York Newspaper Group Gannett and supervisor of transportation for both Maine-Endwell Central School District and Windsor Central School District.

Jensen has been active with USAF Civil Air Patrol for more than three decades and currently serves as the director of recruiting and retention for the U.S. Air Force Auxiliary, Civil Air Patrol, Northeast Region. He holds the rank of Lieutenant Colonel and served as group commander for the Civil Air Patrol’s New York Wing from 2012 through 2017.

McCabe will be responsible for the oversight of TCAT’s fleet maintenance and preventative maintenance programs. He previously served as director of integrated facilities management at Aramark Corp.’s Anheuser-Busch Plant in Baldwinsville, N.Y., and was manager of building services at Cornell University. He also worked for the U.S. Postal Service in Albany for several years, most recently as the lead director for facilities and maintenance.

Wanek-Libman has spent more than 20 years covering transportation issues including construction projects and engineering challenges for various commuter railroads and transit agencies. She has been recognized for editorial excellence through her individual work, as well as for collaborative content. 

She is an active member of the American Public Transportation Association's Marketing and Communications Committee and serves as a Board Observer on the National Railroad Construction and Maintenance Association (NRC) Board of Directors.  

She is a graduate of Drake University, where she earned a Bachelor of Arts degree in Journalism and Mass Communication with a major in magazine journalism and a minor in business management.
