De La Garza-Navarro Joins HDR as Central Texas Transit Lead

Norma De La Garza-Navarro has joined HDR as the firm’s Central Texas transit lead.

Norma De La Garza-Navarro has joined HDR as the firm’s Central Texas transit lead. Based in the San Antonio office, her responsibilities include client engagement and developing and managing transit program assignments throughout central Texas. She will also help advance regional, national and global HDR transit initiatives. 

Prior to joining HDR, De La Garza-Navarro was with Dallas Area Rapid Transit for 24 years. She held positions of increasing responsibility including assistant vice president and for the past three years, vice president of Commuter Rail and Railroad Management and Director of the Trinity Railway Express. Prior to joining DART, she spent two years with VIA Metropolitan Transit in San Antonio. She regularly collaborated with transit peers across North America on operations, regulatory, policy and technology issues.

De La Garza-Navarro holds a bachelor’s degree in accounting from the University of Texas in San Antonio. She is a certified public accountant and a certified project management professional. She is active in the American Public Transportation Association and WTS International.
