The Capital District Transportation Authority (CDTA) announced May 2 that David M. Stackrow has been elected to serve a third term as chairman of the board.
Stackrow has led the Authority during tremendous periods of change and today he pledged to expand the company’s profile as a regional economic development engine. Stackrow’s term of office begins immediately.
The full slate of new officers for fiscal year 2014, who were elected at the authority’s board meeting on April 24, are:
• Chairperson – David M. Stackrow
• Vice Chairperson – Georgeanna N. Lussier
• Secretary – Joseph M. Spairana, Jr.
• Treasurer – Arthur F. Young, Jr.
Stackrow succeeds Denise Figueroa as chairman of the Board for FY2014. This will be the third time he will serve as CDTA chairman since he was appointed to the board in December 1995. Stackrow served on the performance oversight committee, was a former member of the CDTA Governance Committee and is a trustee of the CDTA/ATU 1321 Pension Plan. Stackrow was honored with the American Public Transportation Association Outstanding Board member of the Year award in 2009. He represents Rensselaer County.
Under Stackrow’s guidance, CDTA will look to expand its profile as a regional driver of economic development, grow its impact as the regional mobility leader through development of new partnerships and programs, while working to increase authority relevance throughout the capital region through innovative platforms.
Figueroa held the leadership position for the last three years. Under her leadership, CDTA aligned the organization to expected funding revenue levels, introduced upstate New York’s first bus rapid transit service along route 5, restructured the authority’s largest service area — Albany County — with improved connections to employment, shopping and medical destinations, introduced new technologies that make riding easier, oversaw enhancements to the technical capacity of the maintenance workforce and grew the Universal Access program to more than 25 percent of CDTA’s ridership.
Nugent-Lussier was appointed to the CDTA Board of Directors in 2009 and represents Saratoga County. She chairs the CDTA Planning and Stakeholder Relations Committee and is a member of the Governance Committee.
Young was re-elected treasurer, holding this leadership position since 1998. He has been a CDTA Board member since 1995. He is a retired officer of Key Bank of New York. Young lives in Delmar and represents Albany County.
Spairana has been a member of the CDTA Board since December 2008, and served as vice chairman from 2010. He is a retired engineer from the New York State Department of Transportation with 35 years of service. He resides in Wynantskill and represents Rensselaer County.
Other members of the CDTA Board include Norman Miller who represents Schenectady County, Thomas Owens who represents Albany County, Lisa Ballout who represents Saratoga County and Mark Gerling who represents labor.
