MTA Names New Director of Mobility Service

Maryland Transit Administrator Paul Comfort on June 5 announced the appointment of Baltimore native Carl W. Parr, Jr., as the Maryland Department of Transportation’s Maryland Transit Administration’s (MTA) director of mobility service. Parr brings to the MTA more than 40 years of experience in private sector transportation services, where he specialized in improving business processes, and as a software development specialist, customizing software to increase efficiencies for transportation systems.

As a consultant from MV Transportation, Parr currently serves as mobility’s control center manager, where he oversees automated dispatch, training and safety programs, driver compliance, and vehicle accident tracking.

“With Carl’s wealth of private-sector experience in systems design and implementation, and solutions development, I am confident he will help us continue to improve our mobility program as we meet growing demand for this vital service,” said Comfort. “One of our top priorities is to ensure MTA Mobility is a safe, reliable, efficient, and easy to use paratransit system that provides world-class customer service.”

Early in his career, Parr worked for a general freight transportation business where he created one of the first computerized dispatch systems in the industry, allowing the company to successfully expand operations along much of the Northeastern United States.  Working for Veolia Transportation, Parr developed leading edge systems to manage all of its operations from taxi and paratransit services to fixed route and rail systems.

In recent years, MTA has focused on upgrading its Mobility service to support growing demand for the program within the Baltimore region.  These upgrades include: renovating and expanding the Certifications Department, increasing call center staff, hiring more interviewers and therapists, implementing a new automated Call Center phone system, and investing $6 million for 84 new Mobility vehicles, 50 of which are already on the street.

Parr will begin his duties as director of mobility/paratransit service on Tuesday, June 16.
