Leonard R. Smith Jr., P.E., has been promoted to vice president of STV.
Manager of the Harrisburg, Penn., office, he is assuming responsibility for all management operations and business development for STV’s Transportation & Infrastructure Division in Pennsylvania within the Northeast Region. He will continue to serve as a principal-in-charge/senior project manager on strategic STV pursuits.
Smith, who joined STV in 2008, has more than 35 years of experience directing bridge and transportation improvement projects throughout the Mid-Atlantic Region. He oversees a number of complex, long-term assignments, such as the $500 million rehabilitation, reconstruction, replacement and resurfacing of the I-95 and Betsy Ross Interchange in Philadelphia for the Pennsylvania Department of Transportation (PennDOT), for which he is project manager. Smith is also principal-in-charge of PennDOT’s District 2-0 five-year environmental and engineering open-end agreement. He actively contributes to STV’s Corporate Quality Practice and national bridge practice. Currently Smith is collaborating with STV’s Energy Services Division on its entry into the Ohio market.
He received his Bachelor of Science in Civil Engineering from Pennsylvania State University. A registered professional engineer in New Jersey, Ohio, Pennsylvania and West Virginia, Smith is a member of the Association of Bridge Construction & Design, the Harrisburg chapter of the American Society of Highway Engineers and the Pennsylvania chapter of American Consulting Engineers Council.
