Gannett Fleming Names 2018 Senior Associates

Gannett Fleming named eight employees as senior associates of the firm. These respected company leaders demonstrate mastery within their fields of practice, understand client needs and deliver innovative solutions to become trusted advisors, and are committed to the firm’s corporate values.

Ned Allis, CDP, is a project manager for depreciation and technical development for Gannett Fleming’s Valuation and Rate Consultants LLC, based in Harrisburg. He has more than 10 years of industry experience and his responsibilities include conducting depreciation studies for electric, gas, railroad, and water clients. He has provided expert testimony on depreciation related matters before nine state regulatory commissions and the Federal Regulatory Commission. He earned a Bachelor of Science in mathematics from Lafayette College.

Raymond Deering, CCM, DBIA, brings more than 30 years of experience to his role as senior project manager for construction and is primarily involved in the construction of transit and rail facilities in the greater Washington, D.C., area. He oversees construction management programs for departments of transportation (DOTs) and works with water and waste water clients throughout the region. He coordinates with defense and federal agencies for project and program development. Based out of Fairfax, Virginia, Deering completed a five-year General Education Program from St. Kevin’s College, Dublin, Ireland, and served on active duty for 20 years with the Army Corps of Engineers. He was recently appointed as a vice president of Gannett Fleming.

Karen Hobbs, PE, based out of Phoenix, manages the West Region DOTs/Tolls Sub-business Line and actively pursues new business opportunities within the region. She has nearly 25 years of experience and extensive knowledge in providing plans, specifications, and cost estimates for transportation projects on the federal, state, and local levels. She earned her Bachelor of Arts in mathematics from the University of Arizona.

Elik Livay, PE, PMP, ENV SP, serves as area manager and pumping technical lead for the Water Business Line and has more than 20 years of experience. Based out of Baltimore, he is responsible for business line operations in Maryland and Virginia and serves a variety of industrial and private clients in the region. He is a registered professional engineer in eight states and earned a Bachelor of Science in civil engineering from Morgan State University and a Master of Civil Engineering from Norwich University. He was recently appointed as a vice president of the company.

John Mullan brings more than 30 years of experience to his role as national business development operations leader. Based out of Piscataway, New Jersey, he oversees Gannett Fleming’s Business Development & Marketing Practice. He works with the firm’s marketing and communications leadership worldwide to provide best-in-class service across all business lines. Mullan has served as project manager and division director for high-profile, complex infrastructure projects in the Northeast. He earned his Bachelor of Science in human ecology and environment services from Rutgers University, The State University of New Jersey.

Nathan Reck currently serves as a director and software architect manager with GeoDecisions, Gannett Fleming’s geospatial technology division. Based in Harrisburg, he is responsible for designing, implementing, and managing custom application development projects, planning and data design projects, and mapping and data analysis with geographic information systems. With nearly 20 years of experience, he specializes in transportation solutions for state and local governments. He holds a Bachelor of Arts in geography from Millersville University.

Nathan Reinard, PE, is a lead industrial designer, project manager, and assistant manager of the Transit & Rail Global Business Line's Maintenance Facilities Group. With 15 years of experience, he is responsible for planning and developing facility requirements, preparing layouts, and specifying shop equipment for vehicle maintenance and industrial facilities. Reinard, based out of Harrisburg, holds a Bachelor of Science in mechanical engineering from the Rensselaer Polytechnic Institute.

Larry Russell is a vice president and national alternative delivery business development manager based out of San Francisco. With nearly 25 years of experience, he is responsible for strategic teaming, contract negotiations, risk management, and pursuit oversight for design-build and public-private partnership projects in transportation, water/wastewater, energy, and facilities throughout North America. Russell holds a Bachelor of Science in social science, business, and economics from Black Hills State University.
