DDOT Announces Multiple New Hires

The District Department of Transportation (DDOT) has named Emile Smith chief safety and security officer for DC Streetcar Operations. Smith is responsible for safety & security standards and compliance with federal and local regulations for operation

The District Department of Transportation (DDOT) has named Emile Smith chief safety and security officer for DC Streetcar Operations. Smith is responsible for safety & security standards and compliance with federal and local regulations for operation of the 2.4 mile DC Streetcar system. The role includes directly supervising an internal staff of safety officers and monitoring the work of third party contractors to ensure compliance with federal and local oversight regulations along with the delivery of safe system operations and maintenance. Smith has previously served as Homeland Security Coordinator at DDOT. He also helped develop new regulations as part of the Federal Highway Administration's MAP-21 ACT. Smith is a graduate of the McKinney School of Law, where he served as President of the Black Law Student Association (BLSA) and graduate of Norfolk State University, where he served as the student government association president.

DDOT has also appointed Todd P. McIntyre deputy chief of staff in the Office of the Director. McIntyre brings more than 15 years of transportation experience in strategic planning, public policy, government affairs, strategic and crisis communications, and business process improvement.

McIntyre joins DDOT from the Federal Railroad Administration in Washington, D.C., where he has served as a regional team lead, regional manager, and a transportation industry analyst. He supervised a team and provided oversight of more than $4 billion in federal funds used for passenger and freight rail infrastructure; served as a liaison to state transportation departments; and served on the TIGER Grant program screening team, among other duties.

McIntyre also served as a policy analyst for transportation, environment and infrastructure issues in the Office of the Mayor in Los Angeles, CA, a community relations manager with the San Mateo County Transit District in San Carlos, CA, and a public affairs manager at Cerrell Associates, also in Los Angeles.  

McIntyre received the Mass Transit Magazine’s Top 40 Under 40 Award in 2010. He holds a Master’s Degree in Urban Planning from the University of Southern California, Los Angeles, CA, and a Bachelor’s Degree in Spanish from Morehouse College in Atlanta, GA. McIntyre also holds a commercial pilot certificate from the Embry-Riddle Aeronautical University, Daytona Beach, FL.

Tyra Redus was recently hired as the transportation equity and inclusion officer for DDOT. Redus brings more than 10 years of experience as an attorney in the public and private sector to DDOT with expertise in civil rights litigation and in managing equal employment opportunity and diversity and inclusion programs for state government agencies. Redus has managed the development and implementation of workforce development and training programs, policies and procedures to ensure compliance with federal and state nondiscrimination laws.

A native of Louisville, KY, Redus began her career as a defense attorney practicing workers’ compensation law in the Commonwealth of Kentucky. After leaving private practice, she joined the public sector as a staff attorney representing the Commonwealth of Kentucky Justice and Public Safety Cabinet in employment and civil rights litigation.

After six years of practicing employment law, Redus joined the transportation industry. She began her work in transportation as the executive director of the Office for Civil Rights and Small Business Development for the Kentucky Transportation Cabinet (KYTC). She was responsible for administering the Disadvantaged Business Enterprise and Small Business Enterprise Programs, which included certifying small businesses owned and controlled by socially and economically disadvantaged individuals for the Commonwealth of Kentucky. She was also the ADA/504 Coordinator for the Cabinet and was responsible for monitoring and enforcing internal EEO Programs, which included Titles VI and VII of the Civil Rights Act. 

Redus holds a bachelor’s degree in Broadcast Journalism with a minor in Political Science from the University of Kentucky and a J.D. from the University of Kentucky College of Law. She is also a graduate of Leadership Louisville and is a member of the Kentucky Bar Association, American Bar Association, and Alpha Kappa Alpha Sorority, Inc. 

Redus serves on the Board of Directors for the National Association of State Minority, Women and Disadvantaged Business Enterprise Directors and previously held the position of Chair of the Southern Transportation Civil Rights Executive Council.
