Parsons Hires Scott Armstrong

Armstrong will provide leadership and direction related to APD procurements in all transportation modes throughout the eastern region of North America.

Parsons announced that it has hired Scott R. Armstrong as vice president and alternative project delivery (APD) business development director for its transportation business unit. In this role, Armstrong will provide leadership and direction related to APD procurements in all transportation modes throughout the eastern region of North America.

“Scott is a great addition to Parsons, and he brings extensive experience in APD as well as in construction administration and construction quality services to this role,” said Todd Wager, Parsons group president.

In addition to his expertise in APD, Armstrong has more than 27 years of experience in the planning, analysis, design, management, and construction of transportation systems, civil/site projects, stormwater projects, wastewater collection systems, and water distribution systems. 

Armstrong is a registered professional engineer in South Carolina, North Carolina, Virginia, and Pennsylvania. He holds a bachelor’s degree in civil engineering from the University of South Carolina and a bachelor’s degree in civil engineering technology from Old Dominion University in Norfolk, Virgina.  He will be based in Columbia, South Carolina
