On Oct. 25, the Social Media Team from SEPTA's Customer Service Division discovered a video on the internet which portrayed a man masturbating on a Broad Street Subway car. The video was posted by a person in August 2014. The video was forwarded to the Transit Police for investigation.
When the video was reviewed by a transit police captain, the offender was immediately identified as an off duty member of the transit police. On Oct. 28, a search warrant was executed on the member's residence to recover clothing items worn and carried by the member in the video. On Oct. 30, the transit police submitted an affidavit for an arrest warrant to the district attorney's office. On Oct. 31, an arrest warrant was approved for Indecent Exposure and Open Lewdness against Kevin Fant. Fant is a 44-year-old resident of Philadelphia who has been a member of the transit police for 12 years. He has been placed on administrative leave pending the outcome of the disciplinary process.
