Based in the URS New York City office, Rosenstein will have company-wide responsibility, initially focusing on work involving design-build and public-private partnerships, with emphasis on the development of contracting principles and risk allocation strategies.

Rosenstein has more than 20 years of experience in construction law. He has advised clients on all phases of construction projects, including contract negotiation and drafting, counseling during construction, and resolution of project disputes. Throughout his career, he has represented owners, architects, engineers, construction managers, general contractors, EPC contractors, and trade contractors in connection with domestic and international projects of all types. He has advised clients on risk management issues and dispute avoidance, and has extensive experience with all forms of alternative dispute resolution.

Prior to joining URS, Rosenstein was a partner with Troutman Sanders, an international law firm with offices throughout the U.S. and China. In addition to construction issues, his practice focused on energy and energy-related projects. Previously, he was a partner at the law firms of Thelen Reid & Priest and Winston & Strawn.

Rosenstein received a J.D. from George Washington University after earning a B.A. from Colgate University. In 2012 and 2013 he was recognized in the Best Lawyers in America in the area of construction law.
