Lane Fernandes has been named a senior principal technical specialist in the San Diego office of Parsons Brinckerhoff.

In his new position, Fernandes will provide operations and service planning support for commuter and light rail programs.

Fernandes served for 17 years at the North County Transit District (NCTD), most recently as chief operations officer, responsible for rail and transit operations as well as rolling stock procurement and maintenance for the Oceanside, Calif., based operator of Coaster and Sprinter rail lines, and LIFT and Breeze bus services. During 10 years as NCTD’s project administrator, he coordinated with the Federal Transit Administration (FTA) Office of Project Management Oversight on all vehicle issues, and was directly responsible for the Federal Railroad Administration’s and FTA’s first acceptance of European diesel multiple units for revenue service in the U.S.

He also represented NCTD on the LOSSAN Corridor Technical Advisory Committee and worked closely with the San Diego Association of Governments and Caltrans Division of Rail on funding, scheduling and implementation issues.

Fernandes received a B.A. in political science from the University of California at San Diego.
