LTK Engineering Services recently announced that W. R. (Bill) Whitbred, PE, has been appointed the firm’s vice president, Southwest Region, headquartered in Los Angeles. Most recently, Whitbred served as program director for the procurement of 350 new rapid transit cars and CBTC signal system conversion for PATH. He previously led a major light rail systems engineering project in Seattle, and headed the start-up of commuter rail service between Dallas and Fort Worth.
