Dr. Patrick O’Connell Joins CH2M HILL to lead Major Government Programs

In his new role, O'Connell is responsible for growing the company's business in large-scale global government programs, including identification of new opportunities, recruitment of strategic personnel, and securing major government programs worldwide.

CH2M Hill (www.ch2mhill.com), a global full-service consulting, design, construction, and operations firm, announces that Dr. Patrick O'Connell has joined the firm as president, Major Government Programs. With over 28 years of experience in major program management and systems integration, O'Connell is domestically and internationally renowned in both the government and industry sectors for successful program execution. O'Connell is currently chairman, Major Programme Management, Said Business School, Oxford University, where he was instrumental in founding the Oxford Centre for Major Programme Management and the world's first Master of Science degree in Major Programme Management.

In his new role, O'Connell is responsible for growing the company's business in large-scale global government programs, including identification of new opportunities, recruitment of strategic personnel, and securing major government programs worldwide.

Prior to joining CH2M HILL, O'Connell was president of British Telecom's Major Programmes Division, where he had managed an annual budget of $5 billion with 19,000 staff in over 170 countries servicing the Defense, Health, and Pension sectors.

O'Connell will report directly to Michael McKelvy, president of the Government, Environment and Nuclear Operating Division, and will be based in the firm's Washington, D.C. office. He holds a Ph.D. in computer science from The George Washington University, a master's degree in operations research/systems analysis, and a bachelor's degree in theoretical mathematics.
