Transportation Certification Services, Inc. (TCS) announces and welcomes John Conklin, III as the company’s assistant vice president. Conklin previously served as the Federal Railroad Administration’s Program Administrator for Locomotive Engineer Certification and RCL. He will be responsible for regulatory compliance, implementing new FRA regulations for TCS’s clients, safety audits and overseeing operations training and consulting.

Conklin joins TCS after working at the FRA headquarters in Washington, D.C., where he was responsible for the oversight and management of the locomotive engineer certification program (49 CFR Part 240). He worked 20 years at the FRA, starting out in the area of Operating Practices Inspection and moving up to chief inspector in Newark, N.J., where he assisted in conducting safety audits at the New York City area commuter lines (New Jersey Transit, Long Island Railroad, Amtrak and Metro-North Commuter Rail.)

“We are very pleased to have John Conklin as part of the TCS team. This is a natural fit for our company as we have always specialized in Engineer Certification and Operations Training and having John on-board will enhance our resources, says Terese Jones, president.  John will be instrumental in implementing the new Conductor Certification Regulation (49 CFR Part 242) in 2012 for TCS and our clients.”
