President Donald Trump on Monday is to roll out his long-awaited infrastructure plan that could make it more difficult to attract the federal funding being counted on for the Gateway Tunnel project.

The original funding agreement with the White House called for the federal government to pay 50 percent of the $30 billion cost of replacing the Portal Bridge and building a new rail tunnel under the Hudson River.

Trump's proposal, which he alluded to in his State of the Union address, puts a premium on states and localities willing to pay a larger share of the cost for construction projects, according to a senior administration official speaking on condition of anonymity in advance of Monday's announcement.
