While Capital Area Transit's costs has been given a critical look by Dauphin and Cumberland counties recently, the bus service says it has made major strides in recent years.
A report issued by Eric Bugaile, CAT authority chairman, and William Jones, CAT general manager, lists a litany of improvements made since 2011, when new management was put in place.
