Philip C. Parella, Jr., was hired by the Potomac and Rappahannock Transportation Commission (PRTC) to serve as chief financial officer for OmniRide.
As the CFO, Parella will oversee annual budgets, accounting, grants administration, procurements and reporting, as well as advise the executive director on long-term fiscal strategy. He will also supervise the finance staff and their daily operations.
Parella has more than two decades of experience working in the finance sector, serving as both a director of finance and a grants administrator. He is coming to OmniRide after serving 15 years at Capital District Transportation Authority (CDTA) in Albany, N.Y., where he was responsible for financial operations, planning and analysis for the 306-bus system that operates 59 routes in and around the New York State Capital Region.

Parella earned an M.S. in management with a concentration in finance from Rensselaer Polytechnic Institute in Troy, N.Y., and a B.S. in business administration with a concentration in management information systems from Alfred University in Alfred, N.Y. He has served on numerous boards, including as president of the Lansingburgh Little League, Troy Patriots Pop Warner and the Burgh Basketball Association. He also served as treasurer of the board at his alma mater Catholic Central High School.

He and his wife Melissa have four children who are all looking forward to new adventures in Virginia.
