STV names Flores, Isabelle to senior vice president roles

Flores and Isabelle both bring more than 25 years of transportation leadership to their roles.

STV has promoted Will I. Flores and David Isabelle to serve as senior vice presidents of the firm.

In his new role, Will I. Flores will manage relationships with some of the firm’s largest clients, overseeing operations for the transportation and infrastructure practice in New York, a region in which he has more 25 years of experience leading transportation infrastructure initiatives.

Flores has held leadership positions in both the public and private sectors. STV says he has a thorough understanding of the industry, allowing him to provide valuable insights for clients looking to solve complex problems.

“I’ve worked closely with Will for the past five years, and he has become a trusted resource and inspiring leader among our team members,” said Richard Amodei, executive vice president. “Will’s dedication to his work, knowledge of the industry, and client-focused approach to the New York transportation and infrastructure practice has provided the foundation for unprecedented growth and expansion in the market.”

Flores joined STV in 2016 and has been instrumental in a number of high-profile projects, including the Metropolitan Transportation Authority Capital Construction Second Avenue Subway Phase 2, Long Island Rail Road Elmont Design-Build and New York State Department of Transportation Alexander Hamilton Bridge Design-Build initiatives.

Flores earned his Bachelor of Science degree in civil engineering from Manhattan College and his Master of Business Administration in corporate finance and strategic management from Pace University’s Lubin School of Business. He is an active member of the American Council of Engineering Companies of New York and the New York Building Congress.

The company also named David Isabelle, P.E., Northeast regional manager, a senior vice president. STV describes Isabelle as a “seasoned team leader” who will oversee multidisciplinary transportation and infrastructure-focused teams in New York, New Jersey, Pennsylvania, Connecticut, Massachusetts and Canada. He joined the firm in 2019 as operations director for the Northeast region and was promoted to manager last fall.

“Dave has been a tremendous asset to STV and the Northeast region, leading the operations of the largest of our nationally recognized transportation and infrastructure practices,” said Richard Amodei, STV executive vice president. “His ability to quickly understand all facets of our firm, combined with his calm and collaborative approach to working with others within the region and across our divisions, has been the cornerstone of his success here at STV.”

Isabelle received his Bachelor of Science in civil engineering from the University of Connecticut and is a registered professional engineer in Connecticut, New York and Rhode Island. He serves as a steward for the industry via his professional affiliations with the American Council of Engineering Companies (Transportation Committee Member), American Road and Transportation Builders Association and American Society of Civil Engineers.
