Port Authority of New York and New Jersey short lists teams for LaGuardia AirTrain project

The teams have until April 2022 to submit their formal bids for the $2-billion project that will provide LaGuardia with a transit connection.

The Port Authority of New York and New Jersey (Port Authority) has short listed four teams who will submit bids for the LaGuardia AirTrain project, which will provide a rail transit connection to the final major U.S. airport on the East Coast without one.

The four shortlisted teams are:

  • LGA AirTrain Partners
    • (Skanska USA Civil Northeast Inc., Skanska USA Building Inc., Halmar International LLC, HNTB New York Engineering and Architecture, P.C., and Alstom Transportation Inc.)
  • LGA Xpress Partners
    • (Dragados USA Inc., OHL USA, Inc., AECOM Tishman, AECOM USA Inc., ACS Infrastructure Development, Inc., and Mitsubishi Heavy Industries America, Inc.)
  • The LaGuardia Connectors
    • (Yonkers Contracting Company Inc., The Lane Construction Corporation, Stantec Consulting Services, Inc., and BYD Transit Solutions LLC)
  • Tutor Perini/O&G JV
    • (Tutor Perini Corporation, O&G Industries, Inc., Parsons Transportation Group of New York, Inc., and DCCCA1, Inc. (Doppelmayr))

The Port Authority issued a formal Request for Qualifications in March 2021 where teams submitted their Statements of Qualifications. A selection committee of Port Authority professionals reviewed the qualifications and evaluated the teams with the final selection resulting in the four short listed teams. The Port Authority says it conducted due diligence on each firm.

The four selected teams will be required to submit their bids by April 2022. Those bids will then be evaluated by a Port Authority selection committee. A final selection will be announced during the summer of 2022.

The short list of teams follows the Federal Aviation Administration’s final environmental approval of the AirTrain LaGuardia project in July 2021.
