SENIOR HEALTH & SAFETY SPECIALIST
SALARY: $65,509.00 - $81,866.00 Annually

GENERAL PURPOSE:
Under general direction, oversees, supervises, and coordinates Agency-wide safety programs, functions, and operations for the Central Puget Sound Regional Transit Authority; develops and implements programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; analyzes new and existing jobs, processes, or systems to determine the existence, severity, probability, and outcome of hazards; manages and oversees hazardous materials programs, assists and/or implements rail system emergency programs in coordination with local emergency responders; provides training events for fire and police; develops and recommends safety policies to upper management; coordinates assigned activities with other programs, Departments/Offices, and outside agencies; and provides administrative and technical support to the Manager Health, Safety and Emergency Management.
ESSENTIAL FUNCTIONS:
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
- Contributes to development and maintenance of operational safety programs for Link, ST Express Bus, and Sounder; participates in Sounder Safety Program and the Joint Rail Safety Committee; prepares for APTA audits and follows up on corrective action plans; prepares and/or maintains the System Safety Program Plans for Sounder and ST Express Bus; assists with safety programs for Link; coordinates with Tacoma Link on employee safety program, including training and review of standard operating procedures (SOPs).
- Reviews construction related plans and submittals for construction safety, including industrial hygiene review; conducts training on industrial hygiene related topics; and participates in site inspections with construction safety team.
- Develops on-line safety and emergency training for Sound Transit employees; coordinates and/or assists on the Safety and Emergency Drills for Central Link, Tacoma Link and Sounder, including preparation, coordination, and post drill reviews; plans for future emergency drills; coordinates NIMS training for the Agency; serves as an Agency contact for fire divisions in emergency planning, drills, or for other issues/exercises; assists Safety Specialist with emergency plans for Emergency Coordination Center and works with divisions on developing emergency action plans; develops contacts for outside agencies Emergency Coordination Centers.
- Participates in external audits of Sounder, Link and ST Express Bus (APTA); coordinates with Quality Assurance to develop audit protocols for operations.
- Works with Safety Specialist and serves as a resource on development of Agency Accident Prevention Program and related training programs; conducts industrial hygiene evaluations, such as indoor air quality and noise exposures; and evaluates monitoring equipment for use within the Safety Department.
- Manages Accident Prevention Programs, including HAZWOPER, Hazard Communication, Confined Space, Bloodborne Pathogens, Indoor Air Quality, and others as assigned. Manages Hazardous Materials Program, including MSDS review, new chemical approvals, and Pesticide use review and approval in coordination with Environmental Management Analysts and Specialists. Coordinates industrial hygiene surveys for employees and community exposures.
- Provides support to the Safety Manager on matters as directed; participates on a variety of committees; prepares and presents reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.
MINIMUM QUALIFICATIONS:
Education and Experience: Bachelors Degree in environmental health, industrial hygiene, occupational health, or closely related field and five years of experience in health and safety program management and coordination including safety reviews, assessment and training functions in a medium to large organization; OR an equivalent combination of education and experience.
Required Licenses or Certifications:
- Possession of a valid Washington State Drivers License.
Preferred Licenses or Certifications:
- Certified Industrial Hygienist or Certified Safety Specialist with qualifications in Hazardous Materials Management
- Masters Degree in environmental health, industrial hygiene, occupational health, or closely related field
Required Knowledge of:
- Operational characteristics, services, and activities of a safety program area.
- Pertinent federal, state, and local laws, codes, and regulations.
- Methods and techniques used in the performance of safety duties and responsibilities.
- Principles and practices of industrial hygiene and occupational health and safety programs.
- Methods and techniques of work design solutions to health and safety issues, assessing safety hazards and implementing corrective measures.
- Use of standard industrial hygiene equipment used in monitoring physical, chemical, and biological exposures, and knowledge of standard methods for conducting these evaluations .
- Safety related accidents and injuries including construction safety standards and rail system safety requirements.
- Mandated safety program rules, regulations, policies, and procedures.
- Methods and techniques of developing and conducting safety program training sessions.
- Applicable safety codes, fire codes, building codes, transit codes, and references of standard safety and operations practice in transit and non-transit environments.
- Methods and techniques of fire prevention and protection.
- Recent developments, current literature, and information related to safety rules and regulations.
- Principles of team leadership including training principles and practices.
- Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
Required Skill in:
- Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
- Establishing and maintaining effective working relationships with other division staff, management, vendors, outside agencies, community groups and the general public.
- Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
- Applying principles and practices of health and safety.
- Understanding technical and/or industry concepts of safety management.
- Performing a variety of occupational health and safety duties.
- Developing and conducting safety training programs.
- Public speaking and in developing and delivering presentations and presenting ideas and concepts orally and in writing.
- Monitoring safety program performance and recommend adjustments.
- Identifying safety training needs.
- Evaluating operational area safety requirements.
- Responding to inquiries and in effective oral and written communication.
- Working cooperatively with other divisions, Agency officials, and outside agencies.
PHYSICAL DEMANDS/WORK ENVIRONMENT:
- Work is performed both in a standard office environment and may include up to 50% of time in an outdoor environment.
- Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 50 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, infectious disease, and extreme noise when working in the field.
- Must be able to wear a respirator.
