Mark Briggs Joins PB

 



Mark Briggs has been named a vice president in the Orange, Calif., office of Parsons Brinckerhoff (PB), a global infrastructure strategic consulting, engineering, planning and program/construction management organization.

In his new position, Briggs will serve as a public finance and investment director, responsible for directing the structure of public-private partnerships; securing federal, state and local public finance resources; and integrating private investment into PB client projects.

Briggs has more than 35 years of experience in public and private sector development and financial consulting. He comes to PB from Cherokee Investment Services Inc., a $2 billion private equity fund that partners with communities to return environmentally impaired real estate to clean, safe and productive use. In 1974, Briggs founded Mark Briggs & Associates, a national community and economic development consulting firm. He has worked with numerous local jurisdictions across the United States on development issues, as well as asset managers, developers, property owners and manufacturers. He has also served in the governors’ offices in California and Alaska as the director of intergovernmental relations and as a local government specialist.

Briggs served as a special agent and officer in military intelligence in Washington, D.C., as the assistant director of special investigations with the 116th Military Intelligence Group of the U.S. Army. He was the recipient of a special recognition award from the Western Federal Regional Council and a Certificate of National Merit by HUD. He holds a bachelor’s degree in political science from Alaska Methodist University.
