Sparrman comes to Parsons from the Seattle Department of Transportation (SDOT) where he served as interim director as well as deputy director. His most recent area of responsibility involved managing 700 employees across eight divisions and an annual budget of $400 million. The SDOT’s work covers arterial and non-arterial streets, bridges, retaining walls, seawalls, bike trails, on-street bicycle facilities and street trees.
