FIXED ROUTE AND DIAL-A-RIDE TRANSPORTATION SERVICES
NOTICE IS HEREBY GIVEN that the City of Bellflower will receive proposals for Fixed Route and Dial-A-Ride Transportation Services.
Proposals will be received in the Office of the City Clerk, 16600 Civic Center Drive, Bellflower, California, 90706, until 1:00 p.m. (PDT) on Thursday, April 15, 2010. POSTMARKS WILL NOT BE ACCEPTED. All proposals must be clearly marked, “PROPOSAL TO PROVIDE FIXED ROUTE AND DIAL-A-RIDE TRANSPORTATION SERVICES FOR THE CITY OF BELLFLOWER – DO NOT OPEN WITH REGULAR MAIL” and shall be delivered during the business hours of 8:30 a.m. - 5:00 p.m., Monday through Thursday, except holidays, to the City Clerk’s Office.

GALVANIZED STEEL MEZZANINES FOR
VEHICLE ROOF TOP ACCESS
LIGHT RAIL VEHICLE MAINTENANCE
The Utah Transit Authority (UTA) invites qualified and responsible contractors to bid on construction of facilities for TRAX Light Rail Vehicle Maintenance at UTA’s Lovendahl Rail Service Center located at 613 West 6960 South in Midvale, Utah. The scale of the project is approximately 9900 square feet of mezzanine area.
All correspondence, questions of any kind, including those regarding DBE certifications, clarifications, and requests for bid packages concerning this IFB shall be directed to Grants and Contracts Administrator, Mr. Gregg Larsen, UTA, 669 West 200 South, Salt Lake City, Utah 84101. Email: glarsen@rideuta.com. There will be a non-mandatory Pre-Bid Meeting at the site of work (North Face of Main Building). The Pre-Bid Meeting will be held at 2PM on Thursday, 11 March 2010.
Prospective participants are solely responsible for timely delivery of any question or request. Any written question or request must be received by UTA’s Grants and Contracts Administrator no later than 2pm MDT on Thursday, 18 March 2010. Questions received after the deadline may not be honored.
By requesting and accepting bids, UTA is not obligated to award a contract or to pay any costs incurred in preparation and submission of any bid. UTA reserves the right to waive any minor irregularities and/or informalities in any bid or in the bidding procedure, to reject any and all bids, to re-advertise, and to award contracts in the best interest of UTA.
Sealed bids marked: (IFB UT10-001GL – MEZZANINES AT LOVENDAHL) must be received at or before 2:00 p.m. MDT on Tuesday, 30 March 2010, at Utah Transit Authority, 669 West 200 South, Salt Lake City, Utah, 84101, at which time and location the bids will be opened and read aloud in an open meeting. It is the responsibility of the bidder to see that its bid is delivered to the designated location by 2:00 p.m. MDT on Tuesday, 30 March 2010. Any bid received thereafter shall be considered nonresponsive. Please note that sealed bids are to be received at UTA offices at 669 West 200 South, SLC, UT ONLY.
A bid bond of 5% is required and must be submitted with a bid. Any bid not supported by a bid bond will not be considered. Performance and Payment Bonds will be required for any resulting contract. Cost of bonds is to be included in the bid price. It is UTA’s commitment to offer for bid and to contract for work under conditions of fairness and discipline. Information regarding UTA’s policy for handling possible protests is included in the Bidding Documents.
This project will be financed by UTA with financial assistance from the Federal Transit Administration (FTA) of the United States Department of Transportation. The contract awarded will be based on a financial assistance contract between UTA and FTA.
The contractor selected will be required to comply with all applicable Federal and State laws, regulations and certifications, and equal employment opportunity laws and regulations. UTA, in accordance with Title VI of the Civil Rights Act of 1964, as amended and 49 CFR Part 26 will afford Disadvantaged Business Enterprises (DBEs) full opportunity to respond and will not discriminate against any interested firm or person on the basis of race, color, sex, age or national origin in the review of qualifications or contract award. Bidders will be required to address the utilization of DBE's in their bid and submit the applicable forms. UTA has determined a goal of 10% for this project.

REQUEST FOR PROPOSALS (“RFP”)
The Utah Transit Authority (“UTA”) is requesting proposals from responsive, responsible, qualified parties interested in developing the 3680 South 700 West property (the “Property”) owned by UTA (approximately 62 acres) in a manner that will enhance and contribute to the viability of the community and provide a long term income stream for UTA. The selected development entity and UTA will enter into a development agreement and other declarations necessary for the development entity to undertake the development of the property.
The development entity selected will be required to comply with all applicable federal, state and local laws, regulations and certifications, as well as equal employment opportunity laws and regulations. As part of the proposal requirements, all proposers will be required to sign a Non-Discrimination/ EEO Certification, and a Certification Regarding Debarment and Suspension and Restrictions on Lobbying.
