Pierce Transit provides transit services to the second largest county in the State of Washington. The system covers 292 square miles, in which 70% of the county's population resides, with a fleet of 945 vehicles on fixed route, specialized transportation, and a robust vanpool operation. The agency also provides express service to Seattle, Sea-Tac International Airport and the state capitol, Olympia, under an operating agreement with the regional transit authority, Sound Transit. Pierce Transit has 695 represented and 110 non-represented employees.
The Chief Administration Office reports to the CEO and serves as a member of the Executive Team along with the Chief Financial Officer and the Chief Operations Officer. This position directs Human Resources, Labor Relations, Training, Information Technology, Marketing/Customer Service, Risk Manage and ADA Eligibility. This position has seven direct reports, including a Senior Executive Assistant.
This position ensures organization-wide compliance with the Personnel and Operating Policies adopted by the agency's Board of Commissioners and Executive Staff. They are tasked with delivering high quality human resource services support, labor relations, employee development and employee communication to Pierce Transit personnel. Labor Relations encompasses contract administration, negotiation and interpretation. In addition they provide executive leadership to the above listed functional departments and oversee budget development and administration for these groups.
The selected individual will have knowledge and experience managing and directing within a public agency. They will have a thorough understanding of the theories, principles and best practices of human resource management, employee development, labor relations (including negotiating and administering union contracts), along with the management skills to provide executive leadership to the functional areas assigned to this position. They will have held a broad range of administrative responsibilities within a complex public agency. Appropriate candidates will have an undergraduate degree in Business, Human Resources or Public Administration. An advanced degree in business or public administration, organizational development or and associated area is desirable. Appropriate candidates will have at least 10 years of senior leadership experience.
